On January 26, the President Shavkat Mirziyoyev held a meeting on ensuring sustainable economic growth in 2021.
As it was noted in the address of the Head of State to the Oliy Majlis, it is important to ensure that in 2021 our economy shows growth at the level of at least 5 percent. However, the uncertainty in the global economy, which may be prolonged, requires the search and use of additional reserves of economic growth.
In this regard, the President sets the task for the leaders of all levels to analyse the problems existing in the makhallas (local neighbourhood community area) in specific areas, to identify and develop their «growth points».
The meeting discussed measures in this direction and the mechanism for their implementation.
Above all, as it was underscored, it is necessary to bring down the economic complex to the level of makhallas and provide collaboration of all state bodies, by creating a vertical system.
The President paid a special attention to the issue of knowledge and responsibility of specialists who will be involved in this system. The importance of training more than 20 thousand employees and giving them all the authority to solve issues on place was noted.
The Academy of State Administration is charged with organizing trainings for the makhalla chairmen and all employees who will participate in this system, as well as developing special programs and guidelines for this purpose.
The need to determine the personal responsibility and accountability of each manager in this system, create an electronic online platform that helps speed up the decision-making and implementation, is emphasized.
The President has again raised the issue of reducing poverty, gave instructions on training the population in entrepreneurship and professions, and ensuring their employment.
The leadership of the Ministry of Economic Development and Poverty Reduction reported on additional sources of economic growth in 2021 by industry and region.
The meeting has considered measures to fully utilize these reserves, achieve additional economic growth and ensure the macroeconomic stability.
Once again, the issue of ensuring the sufficiency of basic food products and preventing factors that affect price increases was raised.
The additional reserves were also identified in the industrial sector. In particular, as noted, it is necessary to expand production chains in the chemical industry, metallurgy, mechanical engineering, electrical engineering, pharmaceuticals, construction materials industry, textile, leather and footwear production, which are considered the main «drivers».
The goals are to transform large state enterprises, optimize costs and the management systems are set.
There are also many untapped opportunities in the service industry. The President stressed the need to fully mobilize them, increase the number of service stations in the regions, expand new types of modern services. It is determined that the youth will be widely involved in the service sector development programme in 2021-2023.
The meeting discussed the implementation of investment projects. In the framework of the Investment Program for the current year, almost 18 trillion sums are allocated for 1,752 facilities. It was instructed to use these funds rationally, carefully develop the design documentation and ensure high-quality construction.
The responsible individuals reported on the upcoming measures to direct the middle and lower levels of the ministries and departments of the economic complex to work in the makhallas, to establish a system that is close to the people.
