While in Kashkadarya region’s administrative center Karshi, President Shavkat Mirziyoyev has visited the newly launched Clinic for Rehabilitation and Privatization of Enterprises.
Reducing the state’s presence in the economy and promoting competition is instrumental in providing for quality, productivity and hence general development. These objectives are sought in the recent, 27 October decree of the President of Uzbekistan on measures to speed up the reform of state-owned enterprises and the privatization of public assets.
At a videoconference meeting on October 28, the head of state stressed the need to establish consulting clinics and a call center to inform the population on these issues at length. To this end, health improvement and privatization clinics have been opened in Karakalpakstan, Tashkent city and all regions, and a round-the-clock call center with number 1082 has been established.
The clinics operate under the authority of the State Asset Management Agency and its territorial bodies. Representatives of the Chamber of Commerce and Industry, the Prime Minister’s office, local branches of the Ministry of Investments and Foreign Trade, the Ministry of Economic Development and Poverty Reduction, as well as hokimiyats are commissioned here on a constant basis. In addition, employees of other ministries and government agencies as well as commercial banks can be invited to the work of clinics.
The Karshi privatization clinic offers all the amenities for consulting on economic, financial and legal issues, and it provides information services. Qualified specialists work here, info kiosks are installed. Here one can obtain detailed information about the facilities proposed for privatization and related procedures. All services are provided free of charge.
A permanent exhibition of products manufactured by large enterprises of Kashkadarya is organized in the clinic building. It houses also a conference room, meeting rooms, a branch of the Exporters’ Association, training centers.
“Privatization is an important process designed to create added value and jobs. It is crucial that every object acquires an owner and starts working. This is an opportunity for an entrepreneur and a source of income for the local budget,” Shavkat Mirziyoyev said during his acquaintance with the activities of the clinic.
The President was also briefed on growth points in the region’s districts. For example, in 2015, the local budget of the Nishan district was practically void. But once hokims were granted opportunity to manage and dispose of additional income, the district’s economy began to grow. Thus, for 9 months of this year, an additional 6 billion soums were received for the budget of the Nishan district, another 4 billion of revenues is expected to be received in the fourth quarter.
The head of our state pointed out the need to continue working on this system, solving social problems, building housing and roads, helping low-income families by using growth points and providing additional income.
