On February 21, President Shavkat Mirziyoyev got acquainted with the presentations of projects on enhancing the management of multi-apartment housing stock and developing the heating system in Tashkent, improving and landscaping of makhallas (the local neighborhood community areas), as well as the projects in the sphere of geology and chemical industry.
The public utilities are sphere, which engage the lives of millions of people. Previously, the apartment blocks were serviced only by the homeowners’ associations, the quality of this process usually decreases when resources and experts lack. Therefore, other forms of managing multi-apartment housing stocks are considered.
In 2020, as an experiment, 110 apartment blocks at the Yunusabad District of Tashkent were moved to the management companies in accordance with legal procedures. In 2021, the experiment was further carried out in all regional centers, in the towns of Chirchik and Angren. There were established 15 management companies.
For instance, one managing company serviced 116 apartment blocks in city of Navoiy and the overdue debt was halved. The company has purchased 34 types of special equipment and launched more than 20 new services for residents and entrepreneurs.
The President highlighted the need to stimulate the expansion of this system and introduce it at all districts of Tashkent, except for the partnership and direct managers whose services the population is satisfied with.
«We should organize this work systematically. As these are daily problems, our people will not be satisfied with us until we address them», the President said.
To this end, a special working group will work on the ground to study the activities of homeowners’ associations, the opinions and suggestions of the population, the solution of financial problems of associations and management companies.
It was instructed to handle the territories of homeowners’ associations with unsatisfactory service and poor financial state to the managing companies based on open competition.
It was defined that the managing companies will be given certain privileges and benefits. Particularly, they will be excused from income and property taxes, they will be allowed to enter into direct contracts for the outsourcing of social services.
It is set to allocate the credit resources for 90 billion Uzbek soums for the purchase of special equipment. In the period of the next 3 years zero-tariff customs duty on imported equipment and the distressed loans of the partnerships that decided to liquidate will be frozen for three years.
The Ministry of Housing and Communal Services was tasked to organize this in all regions.
The presentation introduces the information on projects to be implemented in 2022.
Particularly, it is envisioned to modernize 10 boiler rooms and build 2 new ones, update 120 kilometers of heating networks, as a result, enhance the heating supply of 24,4 thousand apartments and 51 social objects.
As the President has noted before, each makhalla must have its own economic, social and educational center.
The work underway in Tashkent in this area was also presented during the presentation. It was noted that the playgrounds and sports grounds will be built, sidewalks will be arranged and trees will be planted at makhallas. For this, 1 billion Uzbek soums from the budget will be allocated to each of 579 makhallas.
The President instructed to use these funds effectively and allocate additional funds from the local budget if necessary. It is important to carry out basic and capital repairs of 2 thousand apartment buildings with the involvement of management companies.
As it is well-known, a nationwide project «Yashil Makon» is being implemented in our country. Particularly, it is envisioned to plant 1 million seedlings of ornamental and fruit trees at the capital city. The information on the work in this direction in the districts and streets was laid out at the presentation.
The project of the State Museum of Art to be built at the National Park was also reviewed, in particular, the design project for the location of exhibitions, displays, and other spaces prepared by the world-renowned Architectural Bureau «Atelier Brückner».
During the presentation of the upcoming work in the geology, plans for the extraction of high-tech metals are outlined. Particularly, the issues of development of reserves of copper, rare metals, magnesium, lithium, and graphite, expansion of geological exploration for hydrocarbons were considered.
The President also got acquainted with projects implemented in the chemical industry of the country.
In particular, the chemical-industrial technopark «Chirchik» with a territory of 31 hectares of land is being constructed. In 2022 projects with a total worth of $16,5 millions will be implemented in the technopark, including the production of components for polymer thermoplastic elastomers, polypropylene foam, microbiological preparations, paper and cosmetics.
The projects on organization of production of phosphorus and complex mineral fertilizers in the Tashkent Region, potassium nitrate and sulfate, propylene from methanol and other chemical products on «Navoiazot» JSC, the introduction of digital technologies in the industry, creation of chemical scientific-production and educational cluster are planned.
The responsible officials were instructed to implement the submitted projects in a timely and effective manner.
