On September 5, President Shavkat Mirziyoyev reviewed a presentation of measures on the expansion of public services in the justice system.
In the past eight years about 70 laws and decrees have been adopted for the renewal of the justice entities’ activities. To bring the system closer to the population, these entities have been provided with over 20 additional authorities. 202 centers of public services have been built in the regions. Today over 500 types of state services are provided based on a “single window” principle. If before hours and days were spent on receiving the necessary records, today it takes only 5-10 minutes.
At the same time, a lot of unresolved issues remain. The insufficient level of electronic interaction between the state bodies creates bureaucratic barriers. Over 200 types of services are still provided in old methods. In remote areas the citizens’ are constrained in the possibility of using the services by themselves.
In this regard, proposals on further increasing and simplifying state services were reviewed during the presentation.
According to the plans, their number will increase to 900 within the next three years. Each year, 80 types of services will be simplified under the “three steps” principle. In crowded public places and remote mahallas, 1,100 interactive kiosks will be installed.
It is planned to abolish the requirement for citizens to provide 30 types of documents. In particular, registry offices will no longer request medical examination results from those entering into marriage, and defense departments will not require documents on changes of residence from those liable for military service. This information will instead be automatically retrieved through information systems online.
Currently, notaries provide the population with more than 80 types of services, but the share of online services is extremely low – only 11 percent.
The Head of State emphasized the need to expand digitalization for citizens’ convenience. It was decided that between 2025 and 2027, 20 types of notarial actions will gradually be transferred to online processing.
In addition, the requirement to present the original identity document for notarial services will be abolished – identification will be carried out using the Face-ID system.
At the Center for forensic examination named after Khadicha Suleymanova, 64 types of expert studies are carried out, but only half of them are available in the regions.
In this regard, tasks have been set to take a new approach to organizing examinations, strengthen the material and technical base of regional forensic centers, and increase the number of types of examinations conducted there from 15 to 25.
When introducing new types of expertise, digital technologies and automated programs that eliminate the influence of the human factor will be widely used. The exchange of documents between inquiry bodies, investigative authorities and expert institutions will be fully transferred to electronic format. Services such as 3D modeling of traffic accident sites, examination of video and photographic equipment are planned to be introduced.
Proposals have also been supported to expand the activities of non-state forensic examination, grant the right to practice independently in the form of individual bureaus, and establish the Chamber of forensic experts of Uzbekistan.
Improving the legal literacy of the population is also of great importance. For this purpose, based on the “Smart Explanation” system, targeted delivery of information about new regulatory documents to citizens and entrepreneurs will be established through electronic services. In addition, an online platform AdliyaTV will be launched, where specialists will explain legislation in simple and accessible language.
The need to further enhance the initiative, responsibility and authority of leaders in the timely and high-quality implementation of reforms was emphasized. In this regard, bodies under ministries and agencies responsible for implementing state policy in their respective areas will be granted the right to adopt departmental regulatory legal acts.
Procedures of adoption and state registration of such documents will be simplified, and the duration will be reduced by half.
As a result of the presentation, orders and decrees were signed on the implementation of the proposed initiatives.
